To acquire the Silver Fleet, several key steps must be taken. Start by researching technologies. You will need "Cartography," which opens the way to the ocean, and "Shipbuilding," which prevents your units from taking damage in deep waters. This will prepare you for the next stage — colonization.
Next, search for new continents, referred to as "distant lands." These lands are potentially suitable for colonies and rich in rare resources such as gold, spices, and cocoa. Send settlers there to establish a city and capture tiles with these exotic resources.
Capturing tiles is just the beginning. To develop them, it is necessary to increase the city's population by boosting food production and assigning citizens to these tiles.
However, this is only part of the task. It is important to establish a connection between the new colony and the homeland. To do this, build a fishing dock both in the city on the original continent and in the city on distant lands.

However, remember that these units are a tempting target for enemies. It is not advisable to leave them unprotected. It is better to provide an escort, especially if a long journey is ahead.
