A strategy simulation about socialist countries in Europe amid the changes at the end of the Cold War. The player leads East Germany, Bulgaria, Romania, or Poland as Gorbachev and Helmut Kohl set events in motion, with consequences for the ruling parties in those countries.

To maintain power or change the course of the state, the player enacts reforms or preserves the existing order, influences elections and propaganda, allocates the budget, and balances the interests of the public and party officials. The country can resist rapprochement with the West or move closer to its western neighbors while seeking new forms of socialism.
