Tom Clancy's Splinter Cell: Pandora Tomorrow — 游戏玩法与第一部系列作品差别不大。游戏的图形效果有所提升。山姆配备了一把带激光瞄准器的手枪，比之前的型号更精准，还有新的手榴弹。山姆学会了在拖着敌人尸体时开门和吹口哨。为了悄悄通过开阔的通道，山姆获得了一项名为«SWAT转身»的技能。此外，他还学会了半空中双跳。PS2和NGC版本增加了一场在丛林中的场景（扩展的毒品工厂关卡）。唯一从道具栏中消失的物品是化学照明剂，敌人对此反应不正常。
