A strategy and property-management game about an ambitious developer seeking to control as much of a city as possible. In mission-based play, the player starts with several plots of land and a small workforce, then manages resources and finances to build homes and businesses.

The workforce and available funds shape the properties that can be developed, and the player also chooses their décor and fittings. Contented tenants pay rent on time, while unhappy residents and rival operators require attention.
